The Reconfiguration

In 2199 a black hole passes inside the orbit of Mars. Nobody can stop it. Everybody knows the date. Naomi Ingram measures the Earth to a fraction of a millimeter, and her instrument says something is moving mass. A hundred and seventy-one governments read her numbers, reach the wrong conclusion, and vote almost unanimously. She can prove they are wrong. She cannot prove it in time.
